Strengthening Federal Partnerships in Nationwide Crackdown on Freight Fraud

For Immediate Release

Lebanon, PA. – Rob Kemp, Chairman of the Transportation Intermediaries Association (TIA), has seen firsthand how freight fraud erodes trust, inflates costs, and jeopardizes the livelihoods of honest brokers, carriers, and shippers across America. That’s why he is proud to stand shoulder-to-shoulder with TIA President and CEO Chris Burroughs and Vice Chairman Lynn Gravley, in a pivotal meeting with the Federal Bureau of Investigation (FBI) and other federal law enforcement partners. Together, we are sending an unmistakable message: freight fraud is not a “cost of doing business”—it is a federal crime, and perpetrators will face the full weight of accountability.

A Coordinated Offensive Against a Growing Threat

Freight fraud—ranging from double-brokering schemes and identity theft to cargo diversion and phantom carriers—has evolved into a sophisticated criminal enterprise that exploits vulnerabilities in our $800 billion third-party logistics (3PL) ecosystem. The FBI estimates that fraudulent activity costs the industry hundreds of millions annually, with ripple effects that disrupt supply chains, spike insurance premiums, and ultimately burden consumers.

TIA is not waiting for the next headline. We are actively:

  • Partnering with the FBI’s Internet Crime Complaint Center (IC3) to streamline reporting and accelerate investigations.
  • Advocating for legislative enhancements that close regulatory gaps, mandate verifiable digital identities, and impose stiffer penalties for repeat offenders.
  • Deploying cutting-edge technology platforms—including blockchain-based load verification and AI-driven anomaly detection—that TIA members can adopt to harden their operations.
  • Building public-private task forces that unite brokers, motor carriers, shippers, technology providers, and federal prosecutors under a single strategic framework.

Leadership in Action

During the high-level briefing at FBI Headquarters, President Kemp articulated TIA’s unified stance: “Fraud thrives in silos; it dies in collaboration.” Vice Chairman Gravley underscored the human toll, sharing stories from member companies that organized fraud rings have targeted. We reinforced our commitment to equipping law enforcement with real-time intelligence from the 3PL community, while outlining TIA’s 2026 policy roadmap.

Measurable Progress and a Call to Action

Since launching our anti-fraud initiative in 2024, TIA has:

  • Facilitated over 200 fraud reports directly to federal authorities, resulting in 17 indictments and the recovery of $4.2 million in stolen freight.
  • Trained more than 1,500 member companies on fraud prevention best practices.
  • Secured bipartisan support for the Freight Fraud Prevention Act, now advancing through committee.

Yet the battle is far from won. Every TIA member—every broker, carrier, and shipper—must treat fraud prevention as a core operational priority. Report suspicious activity immediately through TIA’s secure portal or the FBI’s IC3. Adopt verified digital tools. Demand transparency from every partner in your supply chain.

Looking Ahead

This meeting marks only the beginning. In the coming months, TIA will unveil a nationwide program, launch a public-awareness campaign with the U.S. Department of Transportation, and host a summit uniting federal prosecutors with 3PL leaders to align enforcement priorities.

As Chairman, I speak for the entire TIA Board when I say: the era of unchecked freight fraud is over. With federal law enforcement at our side and the collective resolve of our industry, we are restoring integrity to America’s supply chain—one verified load at a time.

Stronger together. Safer tomorrow.

DRT Transportation, an asset-owning intermodal marketing company and third-party logistics provider, announces the promotion of former Southwest Regional Sales Director, Terry Roberts, to the position of Vice President of National Accounts. Roberts brings 40 years of experience in the transportation industry including 7 years with DRT to his new role.

“Terry’s depth of knowledge in the transportation industry and dedication to DRT will provide immense opportunities for the growth of DRT’s corporate and national accounts,” said President of DRT Transportation, Rob Kemp.

Roberts began his career with DRT in the Houston office, where he started and eventually grew the branch as Sales Agent. He also was involved in the integration and implementation of the Responsible Care® program, where DRT was named and received the New Company of the Year Award during the American Chemistry Council’s 2019 Responsible Care® Conference & Expo in Fort Lauderdale, Florida this past year.

“One of my goals as Vice President of National Accounts is to grow and strengthen the Responsible Care® program to create and expand upon DRT’s partnerships, as DRT places a large emphasis on maintaining strong customer relationships,” said Roberts. “We hope to expand and extend our customer base towards winning more chemical accounts to additionally support Responsible Care®.”

DRT expands on-demand capacity with new intermodal capabilities

LEBANON, Penn. – June 4, 2018 – Lebanon-based third-party logistics (3PL) company, DRT Transportation, announced today that they have expanded their Intermodal Division through the acquisition of the assets of an undisclosed regional trucking company. In this deal, DRT will add 120 Trailers, 16 drivers, and a staff of five. This will increase DRT’s intermodal division to over 500 pieces of equipment.

“We’re excited to add this new equipment increasing our capacity, but we’re more excited to add 21 new members to the DRT team,” Kemp said. “People by far are our most valuable asset.”

DRT will continue to operate primarily as a 3PL but will be able to call on the intermodal team to move cargo when capacity is scarce. Since the end of 2017, shippers have been continually wedged between capacity shortages and rising rates, which stems from an ongoing driver shortage.

“With the addition of 16 drivers, we are empowering all of our employees to bring new business solutions to our clients, and providing the reliability, flexibility and reassurance needed in today’s shipping environment,” Kemp said.

Although, DRT will continue to operate as a 3PL and asset owning IMC, the drivers will operate under a newly formed subsidiary, Latitude Intermodal Transport.
